Runs really small!

My daughter typically wears a size 12 in Gymboree, and loves one of their other knit collared shirts, so we ordered this one. It's cute, but much smaller than our other size 12. Also, although it was in the bag, it had the tag holder but no tag attached (so i'm guessing I can't return it). It's disappointing at how the sizes aren't consistent with this brand lately.
