Adorable, but flannel?

Cute dress, but I am not sure why it is called flannel. It is not soft and fuzzy like flannel. It is 100 percent cotton, so I hope it washes nice. It was a gift for our granddaughter.

The dress looked better in person than I thought it would. It’s a lightweight material, great for hot fall days. It ran small (tight) compared to other Gymboree dresses. My daughter found the elastic on the arms to be tight and itchy. We would have kept it if the arms were wider.
